NCSHA recognizes Delaware State Rental Assistance Program as national model

The National Council of State Housing Agencies (NCSHA) just awarded Delaware’s Statewide Rental Assistance Program (SRAP) with the Program of Excellence designation.

The Program of Excellence award is truly an honor for the State of Delaware. It reflects on all of the hard work by employees of the Delaware State Housing Authority (DSHA).

The Delaware State Rental Assistance Program (SRAP) does things a bit differently to provide rental aid than many other housing agencies. The focus is on helping families at particularly vulnerable transitions in their lives.

This is much different than the traditional approach to just subsidizing the rent for many years per household. Such a practice rarely results in self-sufficiency, since the family has no incentive to remove themselves from public assistance.

Instead, Delaware’s SRAP provides temporary rental assistance when families are most likely to need it, especially if they are transitioning in or out of other programs. The rent help allows individuals and families who are in transition a bit of stability while they get their lives in order. Instead of rushing into trying to rent an apartment, the program provides some direction on how to locate and lease an affordable and safe rental property. It keeps people out of the motels and other short-term solutions that create a poor environment for success and change.

Governor Jack Markell released the following statement in response to the award:

“It’s great to see Delaware’s efforts recognized nationally.  Our state agencies are clearly demonstrating what we can achieve when we work together to help more individuals live independently.  The rental assistance program is a shining example of an initiative that is giving more people a chance to live in a community and increase their quality of life.”
