Clatsop Community Action provides cash and rental assistance programs to pay rent

Do you live in Astoria or other parts of Clatsop County and have trouble making your rent payments? If you have experienced recent or chronic hardships, then there is help available from an organization that provides cash and counseling.

Clatsop Community Action serves families of low income as well as the homeless who live in Clatsop County. The agency provides rental assistance in a number of capacities:

  • Subsidized apartments. Hilltop Apartments supply 22 apartments in Astoria for those who earn less than 80% of the median income level for Astoria.
  • Homeless Counseling. Case managers provide direct coaching opportunities to residents at a number of homeless shelters. Get help with improving your situation through a confidential session.
  • Eviction intervention. If you have received an eviction notice, the agency may be able to provide the cash you need to avoid eviction.
  • Housing Stabilization Program (HSP). This program utilized a special fund to cover security deposits, first month’s rent or eviction prevention.
  • Continuum of Care. This transitional housing program utilizes two units to serve as temporary residences while tenants save for a permanent move.
  • Emergency Food & Shelter Program (EFSP). This program may provide you with cash equal to one month’s rent. This can assist someone transitioning into permanent housing from a shelter.
  • Home Tenant Based Assistance (HTBA). This rental assistance program pays a portion of the rent for a low-income family. Funding has been extremely limited for this program and therefore is frequently closed to new applicants.

Clatsop Community Action also provides emergency shelter to those who would otherwise find themselves without a safe place to stay overnight. These shelters can provide temporary shelter and programs while you take advantage of programs designed to get you back on your feet again.

  • Astoria Rescue Mission. This men’s shelter provides three hots and a cot in a facility located on West Bond Street in Astoria. Call 503-325-2888 for assistance.
  • Helping Hands. A shelter open to all, this facility on South Roosevelt Drive in Seaside can be a welcome abode for a family in crisis. Call 503-717-1425.
  • Helping Hands Outreach Re-entry Program. This special shelter is designed for recently released inmates seeking to make a fresh start. It is located on Dellmoor Loop in Warrenton. Call 503-738-4321.
  • Hutchens House Shelter. Women who are domestic violence victims may get a safe haven for them and any children living with them. Call 503-325-5735 to find out where to meet a case manager.
  • Restoration House. This men’s shelter in Seaside is located on North Holladay Drive. Call 503-717-1102.

In addition to all of these above programs, Clatsop Community Action offers a Ready to Rent seminar series. Those who complete these workshops may find it easier to gain approval for rental units, even if credit concerns remain.
