KHRA is primary rent aid provider in Kingsport

The Kingsport Housing & Redevelopment Authority (KHRA) is the leading rental assistance agency serving the Greater Kingsport, Tennessee community. The county agency receives local and federal funding to assist financially distressed tenants and to permanently subsidize the rents of those who can no longer afford to pay it alone.

KHRA administers multiple aid programs to ensure that it is able to provide an effective tool against homelessness in this northeast Tennessee community. Clients who request help with their rent often find that there is more than one possible options for helping them live comfortably. Anyone living in Greene, Hawkins, Johnson, Sullivan, Unicoi and Washington counties may request assistance.

Public Housing

Seniors and families who need permanently subsidized rent payments can live in one of the over 500 public housing units administered by KHRA. Lower rent costs allow those who cannot make more money or are on public assistance still live in a safe environment. There are currently eight communities that are managed by KHRA.

  • Dogwood Terrace Apartments
  • Frank L Cloud Apartments
  • Green Valley Manor
  • Holly Hills Apartments
  • Holston Terrace Apartments
  • Riverview Place
  • Robert E Lee Apartments
  • Tiffany Court Apartments

Shelter Plus and Supportive Housing

Families who become homeless can get emergency housing aid through the agency. Homeless shelters might be an overnight solution while programs are in place to quickly help residents transition into an individual housing unit.

Sometimes a family may qualify for one of four Supportive Housing Program grants that provide rent assistance.

Housing Choice Vouchers

KHRA distributes permanent rent subsidies on behalf of area families who need help with rent. These Housing Choice Vouchers are redeemed from area landlords for a portion of the rent. Vouchers often have a waiting list so it is important for a family to get added to the list early if there is a permanent situation that is affecting the ability to pay rent.

Family Self-Sufficiency Program

Tenants who have struggled to pay rent with their current earnings may be able to participate in a special 5-year program to boost their earnings. The Family Self-Sufficiency (FSS) Program helps clients realize their true earning potential.

Each participant is provided with an Individual Training and Service Plan that includes a path towards a stable budget and higher income. Case managers can help with resume writing, job training, interview skills and even career guidance. Some clients may also be assisted through the linked Community Supportive Services program to help match them to available resources that enhance their ability to live independently.

Resident Initiatives Program

Clients can benefit from referrals into integrated programs that match needs with community options that can enhance personal development.

  • Seniors can benefit from the Abundant Living Care Program which works to improve the lives of Seniors with limited mobility and those with disabilities.
  • Boys and Girls Club satellite offices further help with childcare and recreation needs to cut down own monthly spending for those who have trouble making rent payments.
  • The Community Cares Program matches AmeriCorps workers with Seniors who need periodic assistance to continue living in their own homes.
  • The Lee Family Learning Center provides developmental services to the children (including tutoring) of those who take advantage of self-sufficiency aid programs.
  • Similar to an internship, valuable skills can be earned with volunteer roles through VISTA.
